Northern or Southern Cal?
In Palos Verdes, there is Trump National (probably pricey) or Los Verdes Golf Course – both with ocean view.
I was just at a wedding at Trump, good locale and scenery, kind of secluded in a way that you dont have golfers riding by the ceremony or anything. Food was excellent.

Golf courses are for playing golf, and clubhouses are for drinking beer and eating food or playing cards. Get married in a church and just play golf on the honeymoon.

How much money you want to spend? Where in Cali do you live? Like dude above said Trump National in Palos Verdes will be pricey. A round of golf will cost you 195 bucks. There is Pelican Hill in Newport Coast, Lost Canyons in the Simi Valley, TPC of Valencia, The Grand Del Mar Resort in San Diego. I could go on listing different golf courses and resorts in California, but it depends on how much you can afford and where in California you live. The TPC is the northern most golf course of the one’s I’ve mentioned.

I found a huge list of golf courses in California. I’m sure if you called one of the clubhouses they would be able to help you.

Getting married outdoors and having a reception indoors should call for a venue like the Mission Inn and not a golf course. But I am sure there are several clubs in every part of California who would be willing to accommodate you. Best of luck.
